The Veterans' Corps & Employment Bureau (VCEB) was initially formed in 1908 and operated along very similar lines to its older counterpart The Corps of Commissionaires. It was a uniformed organisation with the aim of supporting invalided or retired ex-servicemen. They helped them to find work placements and then continued to support them in their new jobs.

The VCEB was renamed the "United Services Corps" but the organisation suffered, during the 1960's, from problems over finance and falling membership. By 1973 the remaining 444 members of the USC had been merged into The Corps of Commissionaires.
